Is CS4 more of an update or a whole new package? I haven't been paying attention for the last few months - trying to block out the thought of another purchase! Seems like I just bought CS3....ugh.

It is a whole new package. There are major changes. The entire suite has a totally new interface that works very well and helps production a lot.
Illustrator has multiple artboards now. IndEsign lets you add a style any time you need to when making styles (I'm doing an update on my styles book that should be out tomorrow).
Fireworks is now part of the Suite.
The major disadvantage for me is that it no longer works on G4s and most of my machines are still G4s.
